Seeking SME or Rural Banking Advisor

Supporting the establishment of a Small and Medium Enterprise Bank

Objective:
DAI Europe is looking for a Filipino professional for a full-time, medium-term consulting assignment to support a leading Filipino financial institution's creation of a new small and medium business bank. The expert will work to further professionalize the new SME Bank including providing training and technical assistance in best practice SME cash-flow lending.  Her/his tasks will be conducted in tandem with the Bank's CEO, other staff and other short-term international consultants.

Responsibilities: The advisor will manage the following components:

  1. Develop a Small Business Banking (SBB) strategy
  2. Introduce streamlined loan processing and approval procedures
  3. Establish an appropriate credit risk environment and ensure compliance with Basel II
  4. Help introduce a tailored credit scoring tool
  5. Help develop a well-founded marketing & branding strategy, simultaneously developing the capacity of a new marketing team
  6. Help develop products and cross selling strategies for rural & peri-urban small businesses
  7. Identify and train loan officers, marketing specialists and manager(s)
  8. Oversee the successful launch of the new Small Business Bank
  9. Manage and closely monitor and measure overall progress of the project

 
Required Qualifications:
Essential:

  • Minimum 10 years experience in consumer or SME banking;
  • Proven experience of cash-flow based and/or scoring-based approaches to lending;
  • Proven successful experience in credit risk management;
  • Experience at managing a bank, or large bank department, and/or experience at managing finance-related advisory service projects;
  • Strong MS Excel and MS Word skills;
  • Perfectly fluent in English and Tagalog.

Preferred:

  • Experience in rural banking and/or microfinance;
  • Experience at setting up a new bank or banking department;
  • Experience in training of bankers, or similar training;
  • Open and collaborative management and implementation style;
  • Experience at working with international donors and/or international firms.
