DPWH Vows to Infuse More Infra-Projects in ‘Land of Broken Promises’

Saying poverty and neglect is partly fuelling terrorism and rebellion in Mindanao, Acting Public Works Secretary Victor Domingo has vowed to push for the immediate construction of key infrastructure projects in Southern Philippines, which he described as the "Land of Broken Promises."

"With the implementation and completion of priority projects in Mindanao, we will be hitting many birds with one stone. Key infrastructure projects can definitely resolve the problem of peace and order and as well as poverty," Domingo said in an interview.

According to Domingo, there is no way for Mindanao to stagnate in development and progress considering that it does not have to contend with deadly typhoons that ravage Luzon and Visayas every year.

"Mindanao has a favorable environment, it is not even situated in a typhoon belt area but still it has not attained its full potential," Domingo noted.

Domingo said his past stint with the Department of Trade and Industry (DTI) has familiarized him with some of the factors that had stymied Mindanao's growth and progress, the lack of infrastructure development being one of the causes of poverty and alienation of the Minadanao people.

"President Macapagal-Arroyo has ordered me to prioritize the construction and completion of key infrastructure projects in Mindanao, especially the ones funded by the government of Saudi Arabia," Domingo said.

In a recent visit with the President in Region 12, Domingo said the Chief Executive asked him to immediately complete the three-kilometer stretch of the circumferential road in Lake Marawi.

"The President would like to see the remaining three kilometers of the circumferential road at least be asphalted before her term ends," he said, adding that they would start constructing the circumferential road before the end of November since they consider the month of December as a safe month for construction.

"The provinces in region 12 and Autonomous Region in Muslim Mindanao (ARMM) have a scenic beauty and vast resources, a good potential for tourism, trade and industry," Domingo said in explaining the significance of the multi-billion worth of construction and rehabilitation of roads in Mindanao.
