PPA is on the alert for influenza A virus

Philippine Ports Authority (PPA) has issued guidelines to all its port offices on the Influenza A (H1N1), a deadly virus more known as swine flu, which started in Mexico and is now spreading in different countries around the world. PPA Assistant General Manager for Operations, AGM Leopoldo Bungubung said that the instruction to govern health measures at all seaport entries will focus on arriving/departing passengers and crew from or to international travels to prevent, protect, control and mitigate the transmission or spread of said Influenza virus.

 

These guidelines which were based on the memorandum circular issued by the Bureau of Quarantine shall strictly enforce and implement the following:

 

1.                  To assist quarantine personnel in seaports in the heightened surveillance of international travellers arriving with Influenza-like Illness (ILI) and to report any case;

 

2.                  Assist quarantine personnel in seaports in conducting health promotion and education activities in advising arriving passengers/crew on the importance of the Health Alert Notices (HAN) and if warranted, in the submission of a duly accomplished Health Declaration Checklist to quarantine officials;

 

3.                  Ensure that all arriving vessels at seaports of entry are to be boarded first by a quarantine medical officer.  It must be emphasized that only after a Free Pratique is issued will other persons be allowed to embark or disembark.  Harbor pilots and port workers shall only board and work on vessels after ascertaining that a Free Pratique has already been granted;

 

4.                  Issuance of direct berthing privileges (Controlled Pratique) shall be on a case-to-case basis or suspended if warranted, depending on the pandemic alert phase of the virus outbreak.  If direct berthing is allowed, the quarantine medical officer shall clear the vessel first before boarding by other persons;

 

5.                  Vessel master shall report in advance any case of influenza-like illness, other health emergencies and deaths on board the vessel.  The required health declaration documents shall also be properly accomplished and submitted to the quarantine medical officer;

 

6.                  Assist in implementing previously designed and agreed upon quarantine health protocols in handling suspected cases of swine influenza or other infectious diseases.

 

In the wake of the Influenza A outbreak, these screening measures were also being adopted in all airports.

SSS Success, A Model for Change - Teodoro

Defense Secretary Gilberto Teodoro said on Monday (May 4) that the  success story of the Social Security System (SSS), the biggest pension
fund in the country for private sector workers, can serve as model to  bring about change in the manner that the government does things.

He said the success of the SSS, a government agency handling private  sector funds, have benefited the workers and their families, but it
should also serve as model for other government agencies as well.

We hope we can use the SSS as a success story not only for the benefit  of the working man, but for changing the way government does things, 
he said.
   
"They will see that government can be trusted, government is there to  provide, and they can spend their money's worth on government, " he
said.

Teodoro was guest speaker at the opening of the 3rd SSS National  Account Officers Convention, which carries the theme "i-AO: Maximizing
Technology for Greater Productivity,"  at the Fontana Convention  Center in Clark, Pampanga.

From a seed capital of P500,000 and a few hundred members in 1957, the  SSS has grown to become the biggest pension fund in the country today
with assets of more than P250 billion and membership of 28 million.

Teodoro, the only son of the late Gilberto Sr. who served as SSS  administrator from 1966 to 1986, the longest in the agency's 51-year
history, proposed that every newly born Filipino should be given an SSS number to facilitate dispensing services to them.

He said that if information was kept "sacrosanct" and used purely for  the benefit of dispensing services to Filipino workers, "it will
change a lot of paradigms in dispensing public services and social  services to the Filipino people."

To place this morning's proceedings in the proper perspective, please allow the Chair to read into the Record of this Committee a brief background of the events which led to the convening of this Committee of the Whole.

 

On October 8, 2008, Proposed Senate Resolution No. 706, filed by Sen. Maria Ana Consuelo Madrigal, was referred to the Committee on Ethics and Privileges.  Submitted together with the resolution was a verified complaint-affidavit executed by the same Sen. against Sen. Manuel B. Villar, Jr. for "unconstitutional and unethical conduct highly unbecoming of a member of the Senate."

 

There was a reorganization of the Ethics Committee on  November 24, 2008 with the election of Sen. Panfilo Lacson, as Chairman, and four (4) members nominated by the Majority, namely, Sen. Richard Gordon as Vice Chairman, Sen. Gregorio Honasan, Sen. Loren Legarda, and Sen. Manuel Roxas.  To this date, however, the Minority has not, and has continuously refused to nominate its members who are supposed to represent the Minority in the said Committee.

 

On April 15, 2009, the Committee on Ethics and Privileges conducted a hearing on Proposed Senate Resolution No. 706, among other matters in their agenda.  During the session on the same day, Sen. Alan Peter Cayetano took the floor to call attention to the alleged premature preparation and circulation for signature by members of the Ethics Committee of an Order directing Sen. Villar to respond to the complaint filed against him, which the Committee found to be sufficient in form and substance.  Sen. Cayetano further claimed that this act was in violation of the very Rules of the Ethics Committee.

 

In the ensuing debates on the matter, objections were likewise raised by the Minority Floor Leader with respect to the chairmanship and membership of the Ethics Committee.  The Minority Leader submitted:

 

a.)    That Sen. Lacson should inhibit himself from chairing the Committee on Ethics and Privileges;

b.)    That the Ethics Committee should be revamped to rid it of so-called "presidentiables" or presidential aspirants.

 

On April 27, 2009, towards the end of the privilege speech of Sen. Lacson clarifying "certain misleading statements made…in connection with the ethics complaint against a Member of this Chamber", the chair of the Ethics Committee moved for the following:

 

1)     That "the responsibility of the Committee on Ethics and Privileges pertinent to the case filed by Sen. Madrigal against Sen. Villar, Jr. be henceforth undertaken by all of us in the Senate, acting as a Committee of the Whole;"

 

2)     That  "the Senate President be the presiding officer of the Committee of the whole;"

 

3)     That "the proceedings be in accordance with the Rules of the Committee on Ethics and Privileges, as published in the Official Gazette last March 23, 2009."

 

This inquiry therefore is now being called pursuant to the above-mentioned motion of Sen. Lacson, which was approved by the Senate during its session of April 27, 2009.

 

I appeal to all my colleagues to exercise the civility, courtesy and sobriety expected of us as Senators. Let us act with strict adherence to the Rules to ensure that we respect the rights of both the accuser and the accused to be heard, to present their charges, evidence, rebuttals and defences, as well as the right of each member of this Committee to equal opportunity in participating in this process.

The Chair is far from impervious to the sensitivity of the task at hand. The sensitivity and gravity of the legal and moral responsibility we now carry, to sit in judgment of the conduct of our own colleague in this Chamber, is an responsibility which none of us, I am sure would take lightly nor comfortably. It is a duty, therefore, that exacts from us, and especially Chair, the utmost sense of fairness and impartiality.

As Chair of this committee of the Whole, I wish to convey my assurance, on my Oath as a Senator of the Republic and as Senate President, that I will do my part in performing this delicate task to see to it that justice is served, whatever the final outcome or verdict may be.

It is our duty to preserve the institutional credibility of this august Chamber and to show to the people who elected us into office that we will not shirk from the responsibility, no matter how painful it is, to call on any of our peers to account for his or her own acts when such is questioned on ethical grounds. It is our duty as well to give our colleague the full opportunity to defend himself and clear  his name and his integrity of any cloud of doubt resulting from the charges against him.

Any controversy or issue that merits a charge against any senator, if not judiciously and expeditiously resolved, taints the credibility and integrity not only of the member charged, but the entire Senate as well.

At this juncture, I will call on my Atty. Johnmuel D. Mendoza, legal counsel of the Committee of the Whole, to make a presentation on the procedure which this Committee will follow based on the Rules.

Chiz to Palace: Use pork barrel to beef up health infra vs Swine Flu

Opposition Senator Chiz Escudero said yesterday that Malacanang should use part of its P9.8 billion "pork barrel" funds to beef up the country's health infrastructure against a possible breach of the swine flu virus into the country.

 

"No pun intended but using the palace's pork barrel is the best and fastest way to mobilize funds. It is not auto-immune from diversion to other uses, more so if it is to meet a possible national emergency. We should not wait until the swine flu virus transmogrifies into a disease without borders," he said.

 

"When the health of people is at stake, government shouldn't be scraping the bottom of the pork barrel for medicines but it should be scooping from its top. Let us make use of the Priority Development Assistance Fund (PDAF) now," Escudero said.

 

 The senator issued the call after the World Health Organization (WHO) raised the level of influenza pandemic alert from phase four to phase five because of the capacity of the virus to spread rapidly throughout the world. The latest WHO report says that 13 countries have officially reported 367 cases of influenza A (H1N1) infection.

 

The US has reported 141 confirmed cases, including one death, while Mexico has reported 156 cases of infection, including nine deaths. Swine flu infections have also been reported in Austria, Canada, China's Hong Kong Administrative Region, Denmark, Germany, Israel, Netherlands, New Zealand, Spain, Switzerland, and Britain.

 

Escudero pointed out any improvements done in the health sector, through the use of the pork barrel funds, will still benefit the people even if the country remains insulated from the dreaded virus.

 

Escudero pointed out that about 500 people die out of the 500,000 people stricken yearly with the "ordinary, garden variety flu". 

 

"Job manhours lost are staggering not to count the absences of students in school," he added.

 

The senator however cautioned the administration to make sure that the funds are spent wisely, and ensure that there is no overpricing in the procurement of medicines or in the upgrading of medical equipment or facilities. The infusion of PDAF funds can also be used to hire more doctors and nurses, he added.

 

Escudero said that using the fund against the swine flu threat should be in accordance with existing laws, like the Government Procurement Act.

BOMBO GRACE NEVER HAD THE INKLING THAT THE
PHYSICALLY-HANDICAP PED RADIO BROADCASTER WOULD
ONE DAY REPLACE THE VERY POWERFUL MEN OF THE DYNASTY IN ISABELA.

I NEVER HAD ANY INKLING EITHER. MY VISIONS OR
DREAMS DID NOT REACH THAT FAR. AS SOMEONE WHO
GREW UP WITH POLIO SINCE THE AGE OF THREE , I
CONSCIOUSLY LIMITED MY DREAMS TO WHAT I THOUGHT I
COULD AT LEAST ACHIEVE AND THERE WERE NOT MANY OF
THEM, AND CERTAINLY NOT BEING GOVERNOR OF ONE OF
THE LARGEST PROVINCES IN THE COUNTRY. IF I HAD A
DREAM IT WAS SIMPLY TO BE A RADIO ANNOUNCER
BECAUSE IT WAS A JOB WHERE I COULD BE HEARD BUT
NOT SEEN. I WAS VERY SHY, YOU SEE, AS A RESULT OF MY PHYSICAL HANDICAP.

IN THE YEAR 2001, I DID SHOCK THE PEOPLE OF
ISABELA WHEN I DARED RUN FOR THE ELECTIONS. YES,
TUMAKBO AKO SA ELEKSYON KAHIT HINDI AKO
MAKALAKAD. AND WORSE, I WAS RUNNING TO FIGHT THE
ONE FAMILY THAT RULED OUR PROVINCE FOR MORE THAN 40 YEARS.

I COME FROM AN ORDINARY FILIPINO FAMILY. MY
PARENTS WERE BOTH PUBLIC SCHOOL TEACHERS WHO
TAUGHT US, THEIR SIX CHILDREN, TO LIVE SIMPLY SO
THAT WE COULD MAKE BOTH ENDS MEET.

I FINISHED SCHOOL AND BECAME A CERTIFIED PUBLIC
ACCOUNTANT BUT THE LORD HAS A WAY OF GRANTING OUR
DEEPEST WISHES. MY FIRST MAJOR JOB WAS YES, AS A
BROADCASTER IN THE LOCAL RADIO STATION IN OUR
PROVINCE, BOMBO RADIO CAUAYAN, SO I BECAME A
CERTIFIED PUBLIC ANNOUNCER INSTEAD.

FOR FOURTEEN YEARS AS A BROADCAST JOURNALIST,
ANCHORING A RADIO PROGRAM CALLED "SA TOTOO LANG"
THAT WENT ON THE AIR FOR THREE HOURS EVERY SINGLE
DAY, NEWS AND ISSUES CAME THROUGH ME - GIVING ME
OFTEN A CLOSE UP VIEW OF THE ABUSIVE WAY BY WHICH
THE RESOURCES OF OUR GOVERNMENT WERE BEING
SQUANDERED WHILE OUR POOR PEOPLE KEPT GETTING POORER BY THE DAY.

THE POLITICAL "DY-NASTY" IN ISABELA BEGAN ITS
RULE IN OUR PROVINCE AS EARLY AS THE YEAR 1963, FROM THE FATHER, TO THE
SONS AND HE HAD MANY SONS BECAUSE WELL, HE HAD
MANY WIVES. THAT WAS PUBLIC KNOWLEDGE. THEY DID
NOT MAKE ANY EFFORT TO HIDE IT FROM THE PUBLIC. I
FEARED THE EXAMPLE THEY WERE GIVING TO OUR YOUNG
PEOPLE AND EVEN THE GOVERNMENT OFFICIALS UNDER
THEM. ASIDE FROM THE FATHER AND THE SONS WERE THE
GENERATION OF THE EVEN MORE NUMEROUS GRANDSONS
AUTOMATICALLY WAITING NEXT IN LINE. PADAMI SILA
NANG PADAMI, PARANG GREMLINS. THEY HAVE BECOME SO
USED TO BEING IN POWER THAT MANY TIMES, THEY DID
NOT CARE ANYMORE ABOUT WHAT THE PEOPLE THOUGHT OR
FELT. THEY FORGOT THAT POWER IS NOT THEIRS AS A
BIRTHRIGHT. IT IS THE PEOPLE'S!

YOU WHO HAVE BEEN ASSIGNED TO ISABELA OR THE 5TH
ID WHO CAME IN WITH THE PMA VALUES, SPECIALLY
INTEGRITY, ALSO MUST HAVE FELT DISGUSTED WITH HOW
POWER WAS BEING USED IN ISABELA – THAT IS, NOT TO
SERVE THE PEOPLE BUT TO ENRICH AND EMPOWER THEMSELVES AND THEIR CRONIES.

I TOLD MYSELF, I CANNOT JUST SIT HERE LOOKING AT
THESE THINGS HAPPENING. THIS IS NOT WHAT I HAVE
BEEN TAUGHT DEMOCRACY SHOULD BE. HENCE, IN THE
ELECTIONS IN THE YEAR 2001, I FILED MY CANDIDACY
AGAINST FAUSTINO "BOJIE" DY III FOR WHOSE SAKE
EVERY EFFORT WAS MADE SO THAT HE WOULD RUN UNOPPOSED..

MY CHANCES OF WINNING WERE ALMOST NIL BUT I SAID,
AT LEAST, EVEN IF I LOSE, I WOULD HAVE PEACE OF
MIND. I WILL NOT BE ONE OF THOSE COMPLAINING WHY
EVIL THINGS WERE BEING DONE TO US AS A PEOPLE,
FEELING MAD AND FRUSTRATED, BUT NOT LIFTING A FINGER ANYWAY TO STOP THEM.

AS A CANDIDATE, I WAS TAUNTED. THEY SAID I WAS
CRAZY. THE POWERFUL MEN OF THE DYNASTY LAUGHED ME
OFF AND DID NOT TAKE ME SERIOUSLY, WELL, UNTIL IT WAS TIME TO COUNT THE VOTES.

THIS WOMAN WHO COULD NOT WALK, RAN FOR THE
ELECTIONS AND TROUNCED THE MACHOS IN ISABELA.

AND GRACE LIVED HAPPILY EVER AFTER? OF COURSE
NOT… IT TURNED OUT WINNING THE ELECTIONS WAS THE
EASIEST PART. GOVERNING IS A TOTALLY DIFFERENT STORY… HUMANDA SI OBAMA.

THE FIRST THREE YEARS OF MY BEING GOVERNOR WERE
VERY DIFFICULT. IF THEY CANNOT KILL YOUR BODY,
EVERYDAY THEY WILL TRY TO KILL YOUR SPIRIT. .. I
HAD TO LIVE WITH ALL THE BLOWS FROM EVERYWHERE
THAT CAME MY WAY, ALL THE DY-NASTY'S PEOPLE IN
THE CAPITOL THAT I WAS SURROUNDED WITH.

I INHERITED ALMOST ONE BILLION PESOS IN DEBT WHEN
I TOOK OVER AS GOVERNOR, MOSTLY FOR PROJECTS
CONTRACTED JUST BEFORE THE ELECTIONS OF 2004. ONE
AFTER THE OTHER, WE WERE ABLE TO PAY THEM.

I AM NOW IN THE MIDDLE OF PREPARING MY STATE OF
THE PROVINCE ADDRESS. THE LAST TIME I DELIVERED
ONE IN JANUARY OF 2007, I REPORTED TO OUR APO
ISABELINOS THAT FOR EVERY THREE PESOS OF THE
CAPITOL'S OBLIGATIONS TO CONTRACTORS AND
SUPPLIERS, WE HAVE BY THEN ALREADY PAID TWO OR
ALMOST 70%. WHEN I REPORT TO THEM AGAIN IN A
COUPLE OF WEEKS, I'LL UPDATE THEM THAT OUR
OBLIGATIONS TO OUR SUPPLIERS IS DOWN TO 15%. WE
COULD HAVE PAID IT ALL, IF NOT FOR THE MANY
IRREGULARITIES IN THE TRANSACTIONS THAT'S KEEPING ME FROM PAYING.

WE WERE ABLE TO SETTLE THESE OBLIGATIONS, WHILE
AT THE SAME TIME NOT FAILING IN PAYING THE 700
MILLION PESO-LOANS BORROWED FROM THE BANKS BY MY
PREDECESSORS. WE HAVE SO FAR PAID 400 MILLION OF
THE PRINCIPAL AND 200 MILLION OF THE INTEREST.
IMAGINE PAYING ALMOST 50% INTEREST. IN MY
ADMINISTRATION, WE NO LONGER CONTRACTED ANY NEW LOANS FROM THE BANKS.

STILL, WE WERE ABLE TO ENROLL 100,000 OF OUR
INDIGENT ISABELINOS TO THE PHILHEALTH PROGRAM
WITHOUT THEM HAVING TO PAY A SINGLE CENT.

THE CHANGE IN LEADERSHIP IN ISABELA ALSO RESULTED
TO MANY BIG CHANGES THAT WE ALL HAVE BEEN LONGING FOR AS A
PEOPLE.

ONE IS THE UPLIFTMENT OF THE LIVING CONDITIONS OF
OUR FARMERS WHICH MAKE UP MORE THAN 60% OF OUR
POPULATION. WITH OUR ONE MILLION HECTARE LAND
AREA, WE ARE THE COUNTRY'S SECOND LARGEST
PROVINCE NEXT TO PALAWAN . WE ARE THE BIGGEST
CORN PRODUCERS IN THE ENTIRE PHILIPPINES AND THE
SECOND BIGGEST PALAY PRODUCER, NEXT TO NUEVA
ECIJA. IN ORDER FOR OUR FARMERS TO ENJOY BETTER
PRICES FOR THEIR CORN AND PALAY PRODUCE, WE ARE
USING PROVINCIAL GOVERNMENT FUNDS TO ADD UP TO P3
PER KILO OF THEIR HARVESTS. WE DO THIS THROUGH
OUR PARTNERSHIP WITH THE NATIONAL FOOD AUTHORITY.
I REMEMBER THAT WHEN I WAS STILL A BROADCASTER,
JUST A DIFFERENCE OF 25 CENTAVOS OR 50 CENTAVOS
IN THE PRICE PER KILO OF RICE AND CORN WAS
ALREADY A MAJOR THING WITH OUR FARMERS. NOW, WE
ARE GIVING THEM SUBSIDY OF THREE PESOS PER KILO.
WE CAN EVEN GO AS HIGH AS FIVE PESOS IF WE FIND
IT NECESSARY. BECAUSE OF THIS, WE ARE ABLE TO
INFLUENCE UPWARDS THE TREND OF PRICES IN THE
MARKET SIMPLY BECAUSE WE GIVE OUR FARMERS AN
OPTION THAT THEY DID NOT HAVE ALL THE PAST YEARS
OF THE DY-NASTY IN ISABELA. FOR THIS PRICE
SUBSIDY PROGRAM, WE WON A GAWAD GALING POOK AWARD LAST YEAR.

UNLIKE MY OPPONENTS, WHEN I CAMPAIGNED I DID NOT
DEMAND FROM THE RICE TRADERS AND OTHER
BUSINESSMEN MONEY FOR THE ELECTIONS, THAT'S WHY
WHEN I WON, I HAD NOT THE BURDEN OF BEING
INDEBTED TO THEM THAT'S WHY I CAN FREELY DO WHAT
IS NEEDED FOR OUR POOR FARMERS. I ALWAYS HASTEN
TO EMPHASIZE THOUGH THAT I AM NOT AGAINST
BUSINESSMEN. DURING THE CAMPAIGN, I TOLD THEM AS
LONG AS YOU DO THINGS FAIR AND SQUARE, I WILL LET
YOU BE. MAKAKATIPID KAYO SA AKIN DAHIL HINDI KO
KAYO HUHUTHUTAN. WALA KAYONG KAILANGANG BAWIIN SA
MGA MAGSASAKA DAHIL WALA AKONG HIHINGIN SA INYO
NA PARA BANG MAYROON AKONG IPINATAGO.

I HAVE ALWAYS TOLD OUR PEOPLE THAT AFTER FREEING
OURSELVES FROM THE 40-YEAR DY-NASTY THAT LORDED
OVER US THAT THE BATTLE IS NOT YET OVER. WE MAY
HAVE DEFEATED THE DY-NASTY BUT THERE ARE OTHER
THINGS THAT WE HAVE TO CONTINUE TO FIGHT. WE ALSO

CAN DIRECTLY TALK WITH ME. AFTER ONLY ONE YEAR OF
IMPLEMENTATION, ABOUT 90% OF THE PROVINCE'S 1018
BARANGAYS RECEIVED FINANCIAL ASSISTANCE FOR
PROJECTS DIRECTLY FROM MY OFFICE, WITHOUT THE
BARANGAY CAPTAINS NEEDING TO GO THROUGH THE
MAYORS. I ALWAYS REMIND BARANGAY OFFICIALS THAT
IF THEY DO NOT DO WELL IN THEIR JOINT PROJECTS
WITH ME OR IF THEY DO ANY HANKY PANKY, I WILL
IGNORE THEM AND TURN TO NGO'S OR PEOPLE'S
ORGANIZATIONS IN THEIR BARANGAYS WHO WILL BE MY
PARTNERS IN GIVING SERVICES TO THEIR
CONSTITUENTS. THAT BECOMES DETERRENT ENOUGH.

I ALSO HAD MY EXPERIENCE OF BEING PERSECUTED OR
WANTED TO BE RECALLED BY MOST OF THE MAYORS OF
ISABELA BUT EVENTUALLY WHEN THEY SAW THAT I WAS

FOUR YEARS, THE SITUATION IS REVERSED. I AM
FRIENDLY ENOUGH WITH MOST OF THEM THAT I HAVE
INVITED 33 OF THE 36 MAYORS TO THE PRESENTATION
CEREMONIES OF THE RAMON MAGSAYSAY AWARDS LAST

USE PEOPLE'S POVERTY AS A CONVENIENT EXCUSE TO
RECEIVE BRIBE OR PROTECTION MONEY. MANY OFTEN
REFUSE TO DO THE COURAGEOUS THING BECAUSE ARE
AFRAID THEY WILL LOSE THEIR SOURCES OF FUNDS AND
THE VOTES FOR THE NEXT ELECTIONS .

I HAVE SEEN MANY GOVERNMENT OFFICIALS STOP SHORT
AT DOING THE RIGHT THING. THEY JUST LOOK THE
OTHER WAY, NO MATTER HOW STRONG THEIR FEELINGS
ARE TOO ABOUT WHAT SHOULD BE… THEY DO NOT ACT.

UBS Study on Singapore and Malaysia and RP Fiscal Update

UBS Study: Putting Singaporean and Malaysian monetary policy in context

 

Summary

The latest monetary policy moves from Singapore's Monetary Authority (MAS) and Malaysia's Bank Negara (BNM) have to be put in context. While the resulting monetary easing was arguably less than the consensus expected, these steps were taken in the context of significant moves on the part of the government - in terms of spending, taxation and a form of credit easing.

Preliminary GDP estimates in Singapore and commentary from the BNM suggest a significant contraction in economic activity in the first quarter of 2009. We expect that the Q4 2008 and Q1 2009 period will mark the trough in sequential quarterly real GDP growth in both economies.
Both economies should get a lift in coming quarters from domestic fiscal expansion, some improvement in the global trade cycle and now substantial global fiscal policy stimulus.

Fiscal update: The Gap Widens

Summary

As expected, the country's fiscal deficit continued to expand due to weakening revenues and accelerated spending. Tax collections dropped on account of slowing nominal growth and a sharp import decline, while outlays ballooned as national government cranked up spending under its economic resiliency plan.

The NG's Q1 deficit, at more than double the size of last year's fiscal gap, is already over half the government's new full-year target of P199.2 billion (2.5% of GDP). The country now has a primary deficit in contrast to a year-ago surplus.

With the rest of the year still ahead, will there a tapering of the fiscal deficit enough for the government to meet its official goals?

FedEx Releases Global Citizenship Report



Report Outlines Economic, Environmental, Community and

Workplace Goals and Accomplishments

 

            FedEx Corp. (NYSE: FDX) announced the release of its first Global Citizenship Report recently, which documents how the company applies its resources and expertise to make a positive impact on communities in which it operates in the Asia-Pacific region and around the world. The report also highlights FedEx pledge to reduce carbon dioxide emissions from its FedEx Express aircraft fleet by 20 percent and improve the fuel efficiency of its FedEx Express vehicle fleet by 20 percent, by the year 2020. This is in addition to a review of FedEx corporate social initiatives and achievements for communities, employees and the environment.

"Through the Global Citizenship Report, FedEx reinforces its commitment as a company to act responsibly and resourcefully," said David L. Cunningham Jr., president, FedEx Express Asia Pacific.  "One of the most direct contributions towards the enhancement of local communities is through our various CSR efforts. Be it in aid of humanitarian relief efforts such as the Sichuan earthquake or through employees volunteering in our own CSR programs like FedEx Cares Week, giving back to the communities in which we operate is an integral part of how FedEx do business."

       In conjunction with the release of the report, FedEx launched its FedEx Citizenship Blog (blog.fedex.com).  The blog will help give a transparent view behind the scenes at FedEx, featuring FedEx executives and team members describing how they carry out FedEx's 36-year pledge to be a responsible corporate citizen and will allow stakeholders to engage in a dialogue with FedEx on these important issues.  The FedEx Global Citizenship Report and blog highlight fiscal year 2008 milestones and fiscal year 2009 objectives in five key areas: Economics and Access, Environment and Efficiency, Community and Disaster Relief, People and Workplace, and Governance.  Highlights from the report include:

Economics and Access

            FedEx strives to connect the world in responsible and sustainable ways, helping meet consumers' needs and promote business opportunities in more than 220 countries and territories.  In the Global Citizenship Report, FedEx reiterates its long-term financial performance goals that support the company's core financial strategies.

 

Environment and Efficiency

FedEx continues to make significant progress toward achieving its fuel efficiency goals by investing in more fuel-efficient aircraft, vehicles and facilities.  For instance, FedEx has begun upgrading its aircraft fleet by replacing narrow-body Boeing 727 aircraft with Boeing 757 planes that lessen the environmental impact — reducing fuel consumption up to 36 percent while providing 20 percent more payload capacity. The company will also acquire Boeing 777 aircraft that provide greater payload capacity and use 18 percent less fuel on average than the MD-11 aircraft currently in operation.  FedEx is also reducing the amount of fuel used when a plane is at the gate by using ground power instead of aircraft power, saving almost one million gallons of fuel per month.

       FedEx is also committed to reducing its aircraft carbon dioxide emissions 20 percent by 2020 on a pounds- per-available-ton-mile basis.  Such emissions have decreased by 3.7 percent in the past three years.  The company also plans to improve FedEx Express vehicle fuel efficiency 20 percent by 2020, thereby reducing CO2 emissions.  Such fuel economy has improved by 13.7 percent in the past three years.

 

Community and Disaster Relief

FedEx's ability to respond quickly, efficiently and on a global scale makes disaster relief the cornerstone of its philanthropic efforts.  FedEx also extends its resources and networks in the areas of safety, health and education.  In the aftermath of the devastating earthquake in Sichuan this year, for instance, FedEx responded by delivering relief supplies valued at more than US$1.5 million to the affected area in cooperation with Heart to Heart International, a global humanitarian organization and shipped 31 tonnes of relief supplies to Sichuan in collaboration with STAR, a leading media-entertainment company in Asia.

People and Workplace

TEMPORARY DEBT MORATORIUM NEEDED FOR SOME POOR NATIONS, UNCTAD CHIEF SAYS

Geneva, 30 April 2009 - UNCTAD's Secretary-General called for temporary debt relief for countries hard-hit by the economic crisis, telling a UN meeting that world attention to the crisis must not wane, regardless of signs of recovery in wealthier nations. 

 

Debt-ridden developing countries already struggling with the economic crisis will be particularly hard hit if they do not receive some form of debt relief in the immediate future, Secretary-General Supachai Panitchpakdi said at a high-level meeting of the Economic and Social Council (ECOSOC) in New York. A temporary moratorium on their official debt servicing would give them some breathing space, he said.

 

"In the current global crisis situation, both debtor and creditor countries would probably be better served if scarcer foreign exchange earnings in the debtor economies were used for the purchase of imports rather than for debt servicing," he told the meeting.

 

The developing world, beset by declining export earnings, diminished foreign direct investment (FDI), and reduced emittances from citizens working overseas, as well as by rising social and financial difficulties, will also take much longer to recover from the crisis than will developed countries, he said. And if better-off nations indeed begin their recovery this year and next – as some are predicting – the current sense of urgency may fade away, along with laudable measures now under way to assist less-wealthy countries. Any monitoring mechanism designed to predict or avert future crises should therefore consider trends throughout the world economy, including in developing countries, and not just in the advanced economies, he urged.

 

Mr. Supachai also recommended that supplementary International Monetary Fund (IMF) cash should be used to stimulate and expand developing-country economies, as the US and other developed countries are doing for their domestic economies. The IMF should not compel governments to curb public spending or tighten monetary policy, which would have exactly the opposite effect, he said.

 

UNCTAD is predicting a US$2 trillion financial shortfall for developing countries, along with a 30% drop in exports in some sectors. A decline in food production is also likely, as is a recurrence of food crises in some parts of the developing world.

 

The 27 April meeting, an annual dialogue at ECOSOC among the World Bank, IMF, World Trade Organization, and UNCTAD, focused on the implications of the global crisis for developing countries and for development financing.

 

 

 

 

 

 


Protect OFWs from Scams, Chiz Tells GMA

Opposition Sen. Chiz Escudero reminded President Gloria Macapagal-Arroyo to ensure that the overseas Filipino worker (OFW) is adequately protected from recruitment and job scams as she left for a working visit to Egypt and Syria.

"We remind President Arroyo that gainful employment is only so if the welfare of our workers are adequately protected and secured. While we laud efforts to produce jobs for our countrymen during this economic crisis, employment – especially overseas – must never come at the price of grief, injustice, or even death," Escudero said.

At the same time, Escudero dared the Philippine Overseas Employment Administration (POEA) to crack down on recruitment agencies found violating labor and recruitment laws.

Escudero said the case of the 137 Filipino drivers who were recruited for bogus jobs in Dubai and charged P150, 000 each by a POEA-accredited agency should be a stark reminder to the government that many OFWs are still vulnerable to recruitment scams.

"Job placement programs can be justified only if the government matches its employment promotions with a no-nonsense campaign to protect the welfare of OFWs like our 137 countrymen," he said.

The 137 drivers left their jobs to apply with a POEA-accredited agency that charged them P150, 000 each for bogus jobs in Dubai. The agency then facilitated loans with a financing company for the drivers. Upon maturity, the loans would have cost each driver P500, 000, reports said.

"These drivers deserve swift and fair labor justice from this administration which, ironically, has made it a flagship policy to aggressively market Filipino workers to nearly all corners of the world," Escudero lamented.

"We will closely monitor this case and shall take into consideration how the agency performed when its budget is up for consideration before the Senate. When you have 137 victims of illegal recruitment undertaken by a licensed agency, it cannot be business as usual by the POEA," the senator added.

 

Chiz pushes for package of measures to help labor, employers

Opposition Senator Chiz Escudero yesterday urged the Senate to convene as a committee of the whole to discuss a package of measures ranging from tax breaks and incentives for workers and employers to help them ride out the current economic crisis.

 

"We need all hands on deck to face the economic turbulence buffeting the ship of state. The Senate must do its part by initiating measures that will help the nation not only to ride out this crisis but to ensure a quick and steady recovery," he said.

 

Escudero explained that when the Senate convenes itself into a committee of the whole, it can initiate or support legislation not only to support the administration's short-term stimulus package but also to strengthen the economy.

 

In filing resolution 1029, Escudero asked the Senate to look into the viability and effectiveness of adopting certain policy measures to "mitigate and address the various ill effects of the crisis on Philippine labor, particularly acute unemployment and poverty."

 

He cited figures released by the Department of Labor and Employment (DOLE) showing that "already 40,000 Filipino workers have lost their jobs since October last year, while a total of 120,000 have been affected by layoffs, rotation, reduced working hours and pay cuts."

 

Among the core measures in Escudero's eight-point package are a viable subsidy program for all displaced workers; a tax refund for all wage and salaried earners equivalent to two months of their salary; and the extension of Philhealth coverage for displaced domestic and overseas workers.

 

It also proposes condonation of penalties and interests for low-cost and socialized homeowners and tax deductions and other incentives for employers who increase salaries and benefits within a set period.

 

The plan also seeks the creation of programs to encourage entrepreneurship among workers and the grant of incentives aimed at strengthening local industries.

 

 "These measures all have one purpose: to ease the pressure of the economic crisis on the Filipino worker. I urge my colleagues in the Senate to act now. I also urge the House of Representatives to do the same in order to expedite the approval of measures that will greatly aid affected Filipino workers," Escudero said.

 

Chiz hits government record on trade union rights

The Philippines ranks as the second most dangerous country for trade unionists, and opposition Sen. Chiz Escudero said the government's continued indifference to the problem may push the numbers to rise.

 

"A climate of fear and intimidation still pervades the labor sector. Workers not only worry about job security, they have to deal with the issue of personal security as well," Escudero said.

 

The International Trade Union Confederation (ITUC) reported that the Philippines now ranks second in the list of countries where violations of trade union rights are prevalent.

 

A survey conducted by the Independent Centre for Trade Union and Human Rights (CTUHR) for the ITUC showed that in 2007, 33 labor leaders in the Philippines were killed.

 

In the same survey, 220 individuals were affected in 130 incidents of trade union rights violations recorded.

 

Escudero, who chairs the Senate Committee on Justice and Human Rights, has already filed Senate Bill 1437 which seeks to grant prosecutorial powers to the Commission on Human Rights and establish its own witness protection program.

 

"The sad fact is that in the Philippines, the rights of labor groups continue to be abused by the government. These abuses range from acts to undermine the right to strike to outright discouragement of trade union activities, especially in export processing zones," Escudero said.

 

He also noted that in many instances cited by the ITUC and validated by UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions Philip Alston, the use of intimidation and extrajudicial or arbitrary executions targeting trade unionists has been employed.

 

"We demand that this government immediately address the situation by serving justice without delay," Escudero said.

 

DOLE launches call, text, and online hotline service

In celebration of Labor Day on Friday, May 1, 2009, the Department of Labor and Employment (DOLE) in partnership with Globe Telecom will launch a call, text, and online hotline service for the local workforce and overseas Filipino workers (OFWs) seeking immediate information on local and overseas jobs and other relevant updates and services.

 

Labor and Employment Secretary Marianito D. Roque said the DOLE and Globe will unveil on May 1 the 3-way Asenso Connect service which consists of three communication channels – the DOLE 2917 Hotline, 2910 SMS facility, and the www.dole2917.com.ph website -  that workers can access for information on local and overseas vacancies and updates and services being provided by the DOLE, Philippine Overseas Employment Administration (POEA), and Overseas Workers Welfare Administration (OWWA). 

 

Roque said the three-way communication service with Globe is part of the DOLE's efforts to facilitate assistance to workers especially those who were affected by the global economic crisis in their search for local or overseas employment or alternative livelihood.

 

He said the DOLE and its attached agencies, the POEA and OWWA, have already well- placed employment facilitation and livelihood programs that need to be communicated effectively to the workers.

 

 The three-way communication service of Globe would help meet the challenge of communicating the DOLE assistance and services to the workers, Roque said as he thanked Globe for extending its support to DOLE.

 

Workers may call the DOLE 2917 Hotline to reach DOLE, POEA or OWWA by dialing 2917 from their Globe or TM cellphones, or 908-2917 from their Globe landline phones.  All calls from Globe or TM cellphones and Globe Landlines are free of charge nationwide.  The service is also open to non-Globe subscribers, who will be charged regular per-minute call rates.  Charges applied to caller coming from other network.

 

Globe subscribers may also text "DOLE HELP" for local jobs and "POEA HELP" for overseas jobs to 2910. They may also text the two agencies to 2910 for questions and comments. Globe subscribers may also register their cell phone numbers in order to receive updates from DOLE on relevant news, job vacancies, holidays, and other updates on services.

Gary V., Rivermaya topbill Labor Day concert at Jobapalooza

After a grueling day at the JOBapalooza '09, where throngs of workers are expected to converge for the job and livelihood fairs highlighting this year's Labor Day commemoration, a special concert is set to entertain workers and their families to cap the day's celebration.

 

Labor and Employment Secretary Marianito D. Roque said the concert, dubbed Alay sa Manggagawa Concert will feature today's talented artists led by Mr. Pure Energy Gary Valenciano and the popular and multi-awarded band Rivermaya.  The country's different labor unions, whose musically-inclined members have formed themselves into bands, will also perform during the re-launch of "Hatid Saya" together with father and daughter tandem of Hajji Alejandro and Rachel Alejandro.

 

"Labor Day celebration is always a whole day activity.  For this year, we expect a large crowd of workers to join the job and livelihood fair at the Mall of Asia and we just want them to enjoy the day by having this concert in their honor," Roque said.  He added that the Mall of Asia is a perfect venue for the event, having been the site of many crowd-drawing performances of foreign as well as local artists in the past.

 

The concert, made possible by Globe Telecom, will also serve as the launching of Hatid Saya 2, a revival of the mid-1980's to late-1990's program of the Overseas Workers Welfare Administration (OWWA) that brought cheers to millions of OFWs at their jobsites. 

 

Aside from Roque, OWWA Administrator Carmelita Dimzon will be on hand during the concert to celebrate with the workers.
